Hmm.. I'm starting to think we may need a "Not ALWAYS evil" category in addition to the "Not COMPLETELY evil" category to cover cases like this. Pete would be another example of this category, as seen in Goof Troop.
Madam is the best Disney villain ever!
Some may argue that real villains were Sir Kay and Ector, I think the title goes to Madam Mim. She did not only attacked Wart, but, to Merlin and no doubt she is definitely the worst!
